Whether njMule waits for the questions of its first start.
GET/setup
The start that created njMule's configuration marks it to be set up; it stays so, across starts, until an interface asks the questions and POST /setup/done says they were answered or put aside.

Whether the questions are still to be asked.
Any other failure: 401 without the right token (with WWW-Authenticate: Bearer), 404 for an
unknown path, 405 for a method the path does not take (with Allow), 429 after too many wrong
tokens, 500 when the request failed, 503 when the engine cannot answer in time.
